Description2014 saw the availability of the first Optical transmission network equipment and services European wide framework agreement for the NREN community, known as Project PRISM. Working with NORDUnet as the first user of the framework a competitive dialogue was carried out in the second half of 2013.

This talk will explain the legislative basis for the PRISM procurement; framework agreements and the use of centralised purchasing bodies, but will also touch upon commonly associated principles e.g. Teckal.

It will close by looking at what has been learnt from Project PRISM – current national interpretations of EC procurement directives and what they may be in the future and how to work within these rules to get the best deal for commercial services.
